The production method comprises a smelting and continuous casting process, a heating process, a rolling process and a heat treatment process. The thickness of the economic low-carbon-equivalent high-strength high-toughness quenched and tempered steel sheet is 60-80 mm, and the economic low-carbon-equivalent high-strength high-toughness Q690F steel sheet has the advantages that the strength is moderate, the low temperature impact toughness of a half part of the thickness of the steel sheet is high, and the application prospect is wide.
