The invention discloses an electrode catalyst for a proton exchange membrane fuel cell, and solves the problems of high preparation cost, instable performance and high probability of clustering and positioning of a catalyst. The catalyst is a GOSn/CNTS catalyst which is prepared by the steps of enabling graphene oxide and multi-wall carbon nanotubes to be reacted with Vulcan XC-72, enabling the product to be reacted with H<2>SnCl<6> to obtain a product, and finally enabling the product to be reacted with allyl glycidyl ether. The electrode catalyst for the proton exchange membrane fuel cell provided by the invention is capable of facilitating mass transfer and liquid transfer and improving utilization efficiency of the catalyst, free of causing positioning of the catalyst and free of heavy metal pollution, simple in preparation process and low in cost, and worthy of popularization.
