A monitoring operation ticket system is added to a power network system; and a human-computer interaction interface module, a monitoring operation ticket manual generation module, a monitoring operation ticket automatic generation module, a data receiving and transmitting module, a data analysis module, a monitoring operation ticket auditing module, a control E-format file generation module and a storage module are arranged in the monitoring operation ticket system, so that the dispatching operation can be effectively monitored and misoperation of the dispatching operation can be prevented.
