The system specifically comprises a shock-excitation module, an acquisition module, a main-control module, a transmission module and a power supply module. The method comprises the specific steps of firstly, analyzing the performance state of the inherent frequency of a semi-fixed porcelain post insulator; secondly summarizing mechanical vibration equations of a post device; thirdly determining the frequency of a natural vibration mode of the post device and the corresponding amplitude; fourthly obtaining the whole complete information of the dynamic properties of the insulator.
