The invention discloses a magnetic damping earth recapturing control method which comprises the following steps that a magnetic damping control method is adopted to set and keep a rotating speed of a pitching flywheel at a target rotating speed of a bias moment; after the magnetic damping control is completed, the pitching angular velocity of a star body is changed along with a geomagnetic field; a flywheel PI control method is adopted to set a rotating speed offset value of the pitching flywheel in a flywheel rotating speed instruction; in a magnetic damping and earth recapturing process, the rotating speed offset value of the pitching flywheel is kept at a central rotating shaft of the bias moment; and after the magnetic damping control is completed, when the attitude of a horizon sensor is available and an attitude for control does not exceed a preset threshold value, the magnetic damping control is directly transferred into control of a bias moment flywheel for the earth. Oriented control of the earth based on the bias moment is independently established on the basis of the magnetic damping control according to a pitching axis motion rule under a magnetic wheel joint control mode according to chord width information of the horizon sensor, so that despun control of the bias moment flywheel is avoided; and therefore, the method is simple, and engineering realization is facilitated.
