This invention provides a kind of new heat chemical process with enclosed circulation for manufacturing chlorine and alkali. It uses TiO2 as the circulating medium and is more rational; simple and feasible than the existing heat chemical process with enclosed circulation for the same purpose, and with obvious effect of energy-saving. The use of this process instead of the conventional electrolytic process for preparing chlorine and alkoli at present, which consumes a great amount of energy, not only results in huge economic benefit, but also the invented process has low demand on the raw materials used, may directly employ sea salt and rock salt, has no pollution of mercury, asbestos, etc., and needs not those chemical industry unit operations with high degree of difficulty.
