The invention discloses an energy-storing electric vehicle control system which comprises a hydrogen production fuel cell, a super capacitor and a controller, wherein the hydrogen production fuel cell is used for generating electric energy; the super capacitor is used for storing the electric energy and supplying the electric energy to a traction motor of the vehicle; the hydrogen production fuel cell is connected with the super capacitor; the controller is used for controlling output power of the hydrogen production fuel cell; the controller is used for controlling the output power of the hydrogen production fuel cell according to the driving state of the vehicle and the electric quantity of the super capacitor. According to the invention, the controller is additionally arranged on the hydrogen production fuel cell, so that the output power of the hydrogen production fuel cell can be adjusted according to the state of the super capacitor and the vehicle. Compared with the system with a bleeder resistor, the system has the advantages that the overall weight of the energy-storing electric vehicle control system is reduced, effective utilization for the energy of the energy-storing electric vehicle control system is realized, the energy of the hydrogen production fuel cell in the energy-storing electric vehicle control system is saved, the system is energy-saving and environment-friendly and the structure configuration is optimized. The invention also discloses the electric vehicle including the energy-storing electric vehicle control system.
