The invention discloses a test system based on a simulated intelligent electric energy meter. The test system comprises the simulated intelligent electric energy meter and a server communicated with the simulated intelligent electric energy meter. The simulated intelligent electric energy meter comprises an electric energy meter mainboard, a simulated fault control board and a communication conversion control box, and the simulated fault control board and the communication conversion control box are connected with the electric energy meter mainboard. The electric energy meter mainboard comprises a microprocessor, a metering circuit, a communication module, a display module, a fee control module, a clock module, a multifunctional output module and a power module. The metering circuit comprises a metering module connected with a power-frequency power source, the metering module comprises a metering chip, a current sampling circuit, a voltage sampling circuit and a pulse generation circuit, and the current sampling circuit and the voltage sampling circuit are connected with the power-frequency power source and the metering chip. Current signals and voltage signals of the power-frequency power source are monitored and directly converted into pulses through the metering module, the pulses are outwardly sent to the microcontroller which finishes next metering operations, and accordingly circuit structural simplicity and functional perfection are realized.
