The invention relates to a CIR (Common Information Repository) management system and a comprehensive establishment management system for technical publications. The CIR management system comprises a source data analysis unit configured to search and sort source data related to public information in response to a demand application which is provided by a manual establisher and aims at manual establishment, for the public information, and classifying and gathering the searched and sorted source data, and a source data standardization unit configured to perform standardization analysis on the source data classified and gathered by the source data analysis unit to determine whether the source data meets the standard specification.
