The invention provides a training scheme generating method and a training scheme generating device. The method comprises the following steps: acquiring training program information; determining at least one historical training program record of which the similarity with the training program information is higher than a predetermined threshold from pre-stored historical training program records according to the training program information; filtering each piece of first course information; acquiring at least one training need keyword; determining at least one course record of which the relevancy to the training need keyword is higher than a predetermined threshold from pre-stored course records according to the training need keyword; and generating a training scheme according to the first course information, second course information and teacher information.
