The present invention relates to a burner device capable of reducing fuel, which is configured such that hydrogen water is atomized by regenerative combustion and preheated to a reaction temperature for thermochemical hybrid cycle thermal splitting, and the hydrogen water is injected into the device together with fuel, so that the hydrogen water is combusted by regenerative combustion within the device while being divided into hydrogen molecules and oxygen molecules (thermochemical hybrid cycle). Since the supply of fuel is reduced by 50% and 50% of water (hydrogen water) is supplied, the hydrogen gas produced by a thermochemical hybrid cycle thermal splitting reaction of the hydrogen water is combusted together with the supplied fuel, and thus combustion heat energy is not reduced, thereby being capable of reducing fuel.
