The invention discloses a hydro-upgrading catalyst for coal tar and a preparation method of the catalyst. The catalyst is prepared from an active metal component, a catalyst promoter component and a carrier, wherein the active metal component is selected from one or more metal elements of Ni, Mo, Co and W, the catalyst promoter component is P2O5 or is selected from one or more metal elements of Fe and Mn, and the carrier is phosphoric acid modified kaolin; the weight of the active metal component is 10%-30% of that of the carrier on the basis of oxide, the weight of metal elements in the catalyst promoter component is 3%-7% of that of the carrier on the basis of oxide, and the dosage of phosphoric acid is 1%-4% of the weight of the carrier. The hydro-upgrading catalyst not only has good hydrogen desulfurization, denitrification and colloid removal activity, but also has higher aromatics saturation and ring opening capability.
