A columnar body (20) is formed by covering a metal body with an insulating film. A loop-shaped antenna conductor (12) is provided on the upper surface of the columnar body (20) via an insulating base (18). The loop surface of the antenna conductor (12) is substantially parallel to the upper surface of the columnar body (20). On the lower surface of a RFIC element (14), two terminal electrodes are provided. The RFIC element (14) is mounted on the antenna conductor (12) such that the two terminal electrodes are connected to both ends (1201, 1202) of the antenna conductor (12), respectively. One end (1601) of the connecting conductor (16) is connected to the vicinity of one end (1201) of the antenna conductor (12), and the other end (1602) of the connecting conductor (16) is connected to the upper surface of the columnar body (20).
