A control valve device is provided with: a valve body having an actuator port connected to an actuator and a relief passage through which the actuator port is communicated with a return passage; a spool through which the actuator port is selectively communicated with a supply side or a return side, the spool being slidably incorporated into the valve body; a relief valve for controlling the pressure of the actuator port and opening and closing the relief passage; and an opening/closing valve incorporated into a fitting hole formed in the valve body. The opening/closing valve allows the actuator port and the relief passage to be communicated through the fitting hole when the valve is open.
