Provided are an energy absorbing device, a seat belt retractor, and a seat belt device whereby the amount of energy absorption can be varied in accordance with an increase or decrease in rotation speed between objects rotating relative to each other while achieving an increase in durability. The energy absorbing device includes: a first plate (2) connected to one object and having an annularly formed wave-shaped groove (21); a second plate (3) connected to the other object and disposed adjacent to the first plate (2), the second plate having a plurality of radial grooves (31) formed at positions facing the wave-shaped groove (21); a plurality of drive pins (4) one end of which is inserted in the wave-shaped groove (21) and the other end of which is inserted in the radial grooves (31); and a plurality of driven members (5) housed in the wave-shaped groove (21) or the radial grooves (31) and sliding along the wave-shaped groove (21) as the drive pins (4) are moved.
