The invention discloses a water flow reducing control device for intelligent water cooling of roller compacted concrete. The water flow reducing control device comprises a valve body. A spherical valve element cavity is formed in the valve body. A spherical valve element matched with the valve element cavity is arranged in the valve element cavity. A first flanged joint, a second flanged joint, a third flanged joint and a fourth flanged joint are evenly distributed in the circumferential direction, with the valve element cavity as the center, of the valve body. A first through hole, a second through hole, a third through hole and a fourth through hole which communicate with the valve element cavity are formed in the first flanged joint, the second flanged joint, the third flanged joint and the fourth flanged joint correspondingly. Symmetrical arc-shaped valve element holes are formed in the spherical valve element, and the two arc-shaped valve element holes are spaced through a valve element interlayer. A first casing pipe is arranged in the second through hole in a sleeved manner, and a second casing pipe is arranged in the third through hole in a sleeved manner. The pipe wall of the first casing pipe, the pipe wall of the second casing pipe, the pipe wall of the first flanged joint and the pipe wall of the third flanged joint are each provided with a sealing device. The valve body is provided with the sealing devices, so that water leakage of a reducing joint is avoided. The water direction can be changed in real time through the valve body, so that cyclic utilization of cooling water is achieved.
