The present invention relates to a precise time measurement technique, in particular, a precise time measurement system for a three-dimensional laser scanner. The system includes a PLL clock source (1000), a to-be-tested signal generating circuit (2000), a counter (3000), an edge detection circuit (4000), a delay chain circuit (5000), a lookup table (6000) and a data storage and output unit (7000). According to the precise time measurement system of the invention, a circuit system designed on an FPGA chip is used, a Verilog HDL hardware description language is adopted to carry out programming, and therefore, the time interval of an event start time point and an event stopping time point is measured. The precise time measurement system can be widely used in fields such as short-time interval measurement in three-dimensional laser scanning, laser ranging and absolute gravimeters.
