The present invention forms a high-precision sliding surface (S) that does not have adhered thereto the scattered material, etc., associated with the processing of a positive-pressure generating groove (11a) and a negative-pressure generating groove (15a) that are formed in the sliding surface (S). The present invention also flattens the bottom surface of the positive-pressure generating groove (11a) and the negative-pressure generating groove (15a) that are formed in the sliding surface (S). The present invention is characterized by comprising: a step for preparing at least one side of a pair of sliding members (3, 5); and a processing step for forming, in the sliding surface (S) of the sliding members (3, 5), shallow grooves (11a, 15a) that have a depth in the range of 0.05-5 (mu)m by irradiating, with an ultrashort pulse laser, the section of the sliding surface (S) in which the positive-pressure generating groove (11a) and the negative-pressure generative groove (15a) are formed and removing a portion of the surface of the sliding surface (S). The present invention is also characterized in that the energy fluence of the ultrashort pulse laser used at the processing step is 0.5-7 J/(cm2pulse).
