The invention discloses a cable surface stray current protection device and method based on the active reduction of electric potential, and the device comprises a controllable DC voltage source which is used for reducing the electric potential of the surface metal layer of a cable; a voltage sensor which is used for monitoring the voltage of a subway track and a current drainage net; a voltage control unit which is used for receiving a voltage signal of the voltage sensor, converting the voltage signal into a control signal, and controlling the voltage of the DC voltage source; and a fixation and shockproof unit which is used for the fixing and shock prevention of the whole device. The device provided by the invention can achieve the inhibition of a buried metal stray current, reduces the electrochemical corrosion of a buried metal, is suitable for the protection of the surface metal layer of the cable laid along the track, and is also suitable for the protection of the buried metal nearby other DC systems.
