The invention relates to an etching agent composition used to etch a copper-based metal layer. Based on the total weight of the etching agent composition, the etching agent composition contains: (a) 0.5-20 wt% persulfate; (b) 0.01-2 wt% fluorine compound; (c) 1-10% inorganic acid; (d) 0.1-10 wt% organic acid or organic acid salt; (e) 0.01-3 wt% copper compound; (f) 0.1-5 wt% of at least a compound selected from sulfonyl chloride and thiazole compound; and (g) with the balance being water. The invention also relates to an etching method using the etching agent composition.
