The novel load control strategy implementation method comprises the steps of: (1) classifying loads capable of being controlled into an energy storage equipment load, a flexible adjustable load and a rigid interruptible load specifically, the energy storage equipment load corresponds to first layer control, the flexible adjustable load corresponds to second layer control, and the rigid interruptible load corresponds to third layer control; (2) classifying power grid failure frequency in a falling state into a criterion 1, a criterion 2 and a criterion 3 according to severity of failures, the criterion 1 corresponds to the first layer control, the criterion 2 corresponds to the second layer control, and the criterion 3 corresponds to the corresponds to the third layer control; (3) detecting power grid frequency, and judging whether the power grid frequency meets the criterion 1, the criterion 2 and the criterion 3 according to frequency falling situation. The novel load control strategy implementation method implements layered coordination control method for a frequency plunge phenomenon when losing extra-high voltage high power according to the different failure frequency criterions, carries out load control behaviors in order, and assists in rapid recovery of power grid frequency.
