A technology for producing water by using low temperature waste heat and for recycling the low temperature waste heat comprises a plate heat recovery device, a shell-and-tube acid cooler, a hot water supplementing tank, a hot water circulating pump and a bypass valve. The technology can recycle the low temperature waste heat generated in SO3 adsorption in the acid preparation process adopting flue gas smelting, the sulfur-to-acid process and the pyrite-to-acid process, reduces the use amount of circulating cooling water in an acid preparation system, also reduces the steam use amount in other production and living links, and has the advantages of good energy saving and emission reduction effect, reduction of the producing and running cost of enterprises, and increase of the economic benefit of the enterprises.
