The stator (10)is provided with armature coils (14) which generate magnetic flow due to connecting electricity; the inner rotor (30) rotates due to the passing through of the magnetic flow; and the outer rotor (20)is configured in the midway of the magnetic path of the magnetic flow passing through the inner rotor and rotates; in the electric rotating machine (100), the outer rotor is configured to have a magnetic circuit component (21)containing multiple soft magnets in a specified interval in the periphery; multiple rotor teeth (32) are arranged along the periphery, induction coils (34) and magnet exciting coils (35) are enwound on the rotor teeth (32), induced current is generated in the induction coils (34) due to the interlinking of the magnetic flow generated in the armature coils, and magnetic fields are generated in the magnet exciting coils (35) due to the circulation of the induced current.
