The application provides an underground target body abnormality quantitative determination method and apparatus, and relates to the field of coal field hydrogeology and physical geography. The method comprises the steps of determining transient electromagnetic induced voltage data of a background field in a region to be evaluated; determining transient electromagnetic induced voltage data at each observation point in the region to be evaluated; and comparing the transient electromagnetic induced voltage data at each observation point in the region to be evaluated with the transient electromagnetic induced voltage data of the background field, to determine whether each observation point in the region to be evaluated is abnormal or not in a horizontal direction. Artificiality in the interpretation of transient electromagnetic data is reduced, and a reliable terrestrial physical basis is provided for geological interpretation of underground target bodies.
