The invention provides a water-based rubber asphalt waterproof paint capable of being constructed at a low temperature and a preparation method and a construction method of the water-based rubber asphalt waterproof paint. The paint is prepared from the following raw materials in parts by weight: 35-75 parts of anionic emulsified asphalt, 10-50 parts of rubber latex, 5-15 parts of glycol, 2-15 parts of a plasticizer and 2-5 parts of an additive, wherein the plasticizer comprises dibutyl phthalate and/or dioctyl phthalate; the glycol comprises ethylene glycol; the freezing point of the waterproof paint is -15 DEG C; the minimum film formation temperature is -15 DEG C. The obtained waterproof paint has a relatively low freezing point and a low film formation temperature; meanwhile, excellent properties of the elongation, the elastic recovery rate, the stability, the cold resistance, the heat resistance and the like of an original waterproof paint are kept; a film can be relatively well formed above -15 DEG C; the water-based rubber asphalt waterproof paint can be applied to construction in cold winter.
