A flame-retardant seal material comprising polyurethane foam formed from a polyurethane raw material including such components as a polyol component, an isocyanate, a water-repellent agent, and a flame-retardant agent, the polyol component including a hydroxyl-group-terminated prepolymer obtained by reacting a polyether polyol and an isocyanate, the water-repellent agent being a polybutadiene polyol or the like, (1) a non-halogen-containing non-condensed phosphate ester or (2) a halogen-containing non-condensed phosphate ester which is liquid at normal temperature being used as the flame-retardant agent, and the isocyanate index being 100-150.
