The invention provides a double-debugging method for an intelligent substation. The method comprises the following debugging steps: (1) virtual circuit inspection, namely inspecting whether an SCD file meets regulation inspection or not and whether the SCD file is consistent with an LC listed in a virtual terminal list or not, if so, carrying out the step (2), if not, checking an error and carrying out the step (2) after finally determining no abnormal condition; and (2) debugging and switch transmission inspection, namely exporting configuration files of various IEDs by the inspected SCD file, downloading the configuration files into the IEDs, restarting, observing whether the IEDs run normally or not and whether a liquid crystal panel has a warning signal or not, and then carrying out function debugging. A pre-debugging step is added on the basis of an original debugging method; the problem of single function of the debugging method in the prior art can be solved; the correctness of the debugging method can be improved; and the debugging time can also be saved.
