The invention discloses a full-degradable seedling breeding plate with PLA/PPC as base materials and a preparation method thereof. A material of the seedling breeding plate includes, by weight, 10-60 parts of polylactic acid (PLA), 5-60 parts of the PPC, 5-50 parts of a bio-based filling material, 5-50 parts of an inorganic filling material and 0.3-10 parts of a less amount of additives. The material is identified to be a full-degradable material by American ASTMD6400, European EN13432 and Australian AS4736. All the components are fully mixed and are subjected to screw melt plastification to directly extrude a sheet material being 0.2-2 mm in thickness. The sheet material then is placed on a mould pressing machine for mould pressing, wherein residual offcuts are punched away by a punching machine, thereby obtaining the full-degradable seedling breeding plate.
