The invention relates to a filter element, a manufacturing method for the same, a modified filter membrane preparation method, a water filter device and application thereof. The filter element is applied to a water filter device and comprises at least one modified filter membrane, wherein the surface of the filter membrane presents a pre-set charge property, so that the water is filtered by virtue of the electrostatic effect of the charges, the surface modification is carried out on the modified filter membrane, and higher filter precision and higher screening performance to ions are obtained.
