The invention relates to a preparation having a first active drug and a second active drug. The preparation includes: a) a controlled release tablet core, which contains anti-hyperglycemic drug and at least one pharmaceutically acceptable excipient; and b) a quick release coating layer, which includes an immediately released second active drug and high viscosity water-soluble binder acrylic resin. Specifically, the first active drug is metformin and its pharmaceutically acceptable salt, and the second active drug is pioglitazone and its pharmaceutically acceptable salt. The preparation has patent medicine effect and efficacy equivalent to or better than the prior art. The invention also relates to use of the preparation in preparation of type II diabetes.
