The invention provides a testing apparatus and testing method for simulating outburst of loose particles. The testing apparatus comprises a support; a crossbeam is fixedly connected with the upper end of the support; two ends of the crossbeam is provided with a first pulley and a second pulley; one side of the support is provided with a motor, and the other side of the support is provided with a measuring disc; the measuring disc is provided with scales; a hollow cylinder is vertically arranged on the measuring disc; the upper end of the hollow cylinder is provided with a cylinder cover while the lower end of the hollow cylinder is open-ended; the outer wall of the hollow cylinder is provided with scales for reading the height of loose particles in the hollow cylinder; a rigid connecting wire is erected on a pulley; and one end of the rigid connecting wire is connected with the cylinder cover located at the upper end of the hollow cylinder, and the other end of the rigid connecting wire is fixedly connected with a speed-regulating wheel. The testing apparatus provided by the invention has good applicability, is controllable and adjustable and is simple and convenient to operate; simulation of outburst testing under different constrained boundary control conditions is carried out by adjusting testing cylinder diameter, testing material loading height and a variable-frequency governor; and the measuring disc and a high-speed camera are employed for recording and measuring the influence radius, accumulation center height, outburst time, outburst form and the like of outburst testing.
