The intelligent safety helmet is characterized in that the wearing state monitoring module comprises a controller, an LED lamp, a direct-current piezoelectric buzzer and two to three capacitance type proximity sensors, the capacitance type proximity sensors are arranged on the inner side of the safety helmet body, a coupling capacitor is formed between the human body electric field, the head and conductor layers of the capacitance type proximity sensors when the intelligent safety helmet is put on the head, the intelligent safety helmet wearing condition is determined by detecting the change of the coupling capacitor, and signals are output to a capacitance type inductor controller; the capacitance type inductor controller receives the signals output by the capacitance type proximity sensors, and whether the head is in contact with the capacitance type proximity sensors is determined through an interaction algorithm in the capacitance type inductor controller. The intelligent safety helmet and personnel location management system and method can be widely applied to occasions such as factories and mines and construction sites.
