The invention provides a railway vehicle bogie and a railway vehicle. The railway vehicle bogie comprises a structure, a primary suspension and wheel set axle box locating device, a secondary suspension device, a drive device and a dragging device. The structure comprises side beams and transverse beams. The drive device comprises a universal shaft arranged above the transverse beams. The dragging device comprises a dragging support, a dragging pull rod and a dragging pull rod seat. The dragging support comprises a top board and two arms extending downwards from the top board, a door frame shape is defined by the top board and the two arms, the dragging support strides over the universal shaft, and the two arms are located on the two sides of the universal shaft. One end of the dragging pull rod is connected with the dragging pull rod seat and the other end of the dragging pull rod is connected with the bottoms of the two arms. Therefore, interference between the universal shaft and the dragging device and between the universal shaft and the transverse beams is avoided, meanwhile, the height of the transverse beams is reduced, low-position dragging is achieved, and the arrangement reasonability of all components of the bogie is improved; and due to the adoption of the single dragging pull rod, the bogie is simple in structure and manufacturing cost is reduced.
