The invention discloses an intelligent type relay protection outlet tester and a test method. The device comprises test lines, an outlet contact acquisition module, a micro control unit and a display screen; substation protection device outlet contacts, namely, tested systems, are sequentially with ports of 1 to 15 of the acquisition end of the outlet contact acquisition module through the test lines; the ports of 1 to 15 of the output end of the outlet contact acquisition module are correspondingly connected with I/O ports of the micro control unit; the micro control unit acquires the switching-in quantity of 1 to 15 paths, and performs computation on the switching-in quantity and uploads computation results to a display screen through serial communication; and the display screen displays the results periodically. With the device adopted, the action situations of as many as 15 sets of protection device outlet contacts can be measured simultaneously; as for multiple active or passive outlet contacts, the action time and lasting time of the outlet contacts can be measured at the same time, and the accuracy of the action logic of a protection device tripping outlet can be verified quickly and accurately for once.
