The present invention provides an active rolling and transporting device of cables for submarine cable laying, and relates to a cable rolling and transporting device. In recent years, because the kilometers and sectional areas of submarine power cable laying are greatly increased, a traditional high-pumping submarine power cable back-twist device cannot satisfy the technical requirements of a laying construction. The active rolling and transporting device provided by the invention comprises a circle cable tray, a leadfair and a console; a pivotal bearing is arranged at the center of the cable tray, a driven chain is fixedly connected with the bottom of the side surface of the cable tray surrounding the circumference, and a power driving device is installed at the outer side of the cable tray; the cable tray is arranged on a rolling device; the console is configured to control the movement of the driving device which drive the rotation of the cable tray through the driven chain, and the leadfair is configured to roll the cable in the control of the console. Through adoption of a rotary cable back-twist mode, the technical scheme is able to greatly improve the efficiency and the stability of submarine power cable laying work and save the cost.
