The power amplifier carries out power amplification on AC signals generated by the signal generator, and arranges voltage and current shifts so as to realize rated voltages and currents of an electric energy meter in an actual application process; the signal generator, according to generation instructions of the networking controller, generates AC signals with continuously adjustable voltage and current amplitude and phase; and the networking controller, according to a set distribution network topology structure, in accordance with a network topology structure that one power supply point is corresponding to a plurality of power receiving points, provides voltage, current and power factor generation instructions for the corresponding signal generator. According to the invention, voltage, current and power factor data of the power supply point and its associated power receiving point can be generated in real time, the data is loaded to each metering point of a network in real time, and an electrical load according with a power network topology relation is provided for a transformer station simulation apparatus and a low-voltage simulation apparatus.
