The invention discloses a spinning device and method for reducing the yarn hairiness. The device comprises a second drafting zone and a first drafting zone, wherein a fiber strand successively passes through the second drafting zone and the first drafting zone. At least one electrostatic spray humidifying equipment is arranged between the first drafting zone and the second drafting zone. The fiber strand is humidified by the electrostatic spray humidifying equipment during the drafting process. According to the invention, the fiber strand is drafted by a drafting device, and the fiber strand is humidified by the electrostatic spray humidifying equipment during the drafting process. In this way, fibers are machined in the humidified state, and the electrostatic repulsion force between fibers is eliminated. The cohesive force between fibers is enhanced and the fiber tightness is improved. The yarn hairiness is reduced and the product quality is improved. Meanwhile, the method is simple to conduct and the cost is lowered. The stability of the product quality is ensured, and the working environment in a workshop is improved at the same time.
