The invention relates to a spring operating mechanism and a manual energy storage device thereof. A bearing and a drive shaft which is rotationally assembled on the bearing are comprised. Forward rotation of the drive shaft is corresponding to energy storage of the operating mechanism, while reverse rotation is corresponding to releasing of the spring operating mechanism. The spring operating mechanism further comprises an overrunning clutch and a locking device. The overrunning clutch comprises an inner ring and an outer ring, wherein the inner ring and the outer ring are separated in forward rotation, and are combined in reverse rotation. The outer ring of the overrunning clutch and the bearing are in relative rotation. The inner ring of the overrunning clutch is fixed with the drive shaft which is rotationally assembled in the bearing or is in synchronous rotation drive connection with the drive shaft through a drive structure. The locking device has a locking state which prevents the outer ring of the overrunning clutch from rotating to prevent the drive shaft of the spring operating mechanism from reverse rotation. The locking device further comprises an unlocking state which unlocks the outer ring of the overrunning clutch to enable the drive shaft of the spring operating mechanism to carry out reverse rotation. The spring operating mechanism provided by the invention can be used for manual energy storage and can release energy.
