The present invention addresses the problem of providing a photonic crystal capable of causing light to resonate at more resonance frequencies within a specified frequency range. Photonic crystal structure formation bodies (11A, 11B) in which a cyclical refractive-index distribution is formed are multiply provided in a plate-shaped member and mutually separated in the thickness direction of the plate-shaped member, at least one of the plurality of photonic crystal structure formation bodies resonates to light of at least two frequencies within the frequency range, and the refractive-index distribution of the plurality of photonic crystal structure formation bodies is set such that the two frequencies differ from the resonance frequency of at least one of the other photonic crystal structure formation bodies.
