The invention relates to a solution continuous production system and a solution production method, and specifically relates to the technical field of solution production. The solution continuous production system comprises a liquid producing device; the liquid producing device comprises a salt dissolving tank and a water injection device, the water injection device is used to inject water into the salt dissolving tank and is arranged on the upper part of the salt dissolving tank; a salt layer, which extends in the horizontal direction, is arranged in the salt dissolving tank and is under the water outlet of the water injection device; a filtering bed, which is used to filter the brine, is arranged under the salt layer; and the system also comprises a liquid discharging device, which is used to transport the brine filtered by the filtering bed out of the salt dissolving tank. In the system, the upper part of the salt dissolving tank is provided with a salt layer, a filtering bed is arranged under the salt layer, water is injected on the upper part of the salt layer, water penetrates the salt layer and forms brine, the brine penetrates the filtering bed and is filtered and purified by the filtering bed, and thus continuous production and purification of brine can be achieved.
