The invention belongs to the field of manufacturing and processing of titanium steel composite boards and relates to a method for manufacturing a titanium steel composite board without an interlayer. The method for manufacturing the titanium steel composite board without the interlayer comprises the following steps that a, the surface of a steel plate or a billet and the surface of a titanium plate are treated, so that surface dirt and oxidation layers are removed; b, the steel plate or the billet and the titanium plate are symmetrically assembled in the steel plate or billet-titanium plate-steel plate or billet sequence through a symmetrical assembling method, so that a combined blank is formed; c, the periphery of the combined blank is welded together in a vacuum environment; d, the combined blank is heated for 120-360 minutes to 960-1000 DEG C; and e, hot rolling is conducted on the heated blank, the initial rolling temperature is controlled to be over 910 DEG C, the final rolling temperature is controlled to be not lower than 800 DEG C, the deformation of each pass is controlled to be about 15%-20%, the total deformation of rolling is controlled to be equal to or higher than 90%, and the blank is cooled to indoor temperature after hot rolling is completed. The titanium steel composite board obtained through the method is high in bonding strength.
