The invention provides a metering error analysis device and a metering error analysis method. The method comprises the steps applying virtual load voltage and current to a standard electric energy meter and an electricity stealing demonstration electric energy meter; setting the meter tail false wiring mode for the electricity stealing demonstration electric energy meter, and simulating various wirings at the field; inputting the electric energy metering high frequency pulse of the electricity stealing demonstration electric energy meter to a pulse access entry of a metering error calculator; inputting the standard electric energy metering high frequency pulse to a standard pulse access entry of the metering error calculator; and calculating the metering error between the standard electric energy meter and the electricity stealing demonstration electric energy meter according to the electric energy metering high frequency pulses output by the standard electric energy meter and the electricity stealing demonstration electric energy meter. The metering error analysis device and the metering error analysis method can be used for training of electricity inspection staff and improving the capability for preventing electricity stealing, and can also assist determination of quantity of electricity compensation.
