The invention discloses a novel low-noise flow regulating valve which comprises a valve body, a valve cage and a mandrel assembly. The valve body comprises an annular channel, a spherical channel and a valve deck. The valve cage is of a cylindrical shape and multiple axial through holes are formed in the cylindrical wall of the valve cage within the range from 270 degrees to 300 degrees. A supporting piece is fixed to the lower end of the valve cage. The valve cage is installed in the annular channel so that the annular channel and the spherical channel can be communicated. The mandrel assembly comprises a control rod and an elastic sheet. The inner end of the control rod is rotationally installed on the supporting piece. The elastic sheet surrounds the control rod. One end of the elastic sheet is inserted in a counter bored hole of the inner side of the cylindrical wall of the valve cage and the other end of the elastic sheet is inserted in a counter bored hole of the control rod. A damping brush is arranged in an annular flow channel formed between the cylindrical wall of the valve cage and the annular channel. By the adoption of the novel low-noise flow regulating valve, structural unbalanced force is small, stability is good, vibration is not likely to happen, and the phenomenon that noise is generated by mechanical vibration is improved to a great extent.
