The invention relates to a polypropylene catalyst component preparation method and a catalyst. The preparation method includes the steps of performing a reaction to a fluorine-containing organic silicon compound represented as the general formula (I) and an active solid compound in an inert solvent to obtain a solid, performing a reaction to the solid with a titanium compound and/or an internal electron donor compound, and washing and drying a product to obtain the catalyst component. The invention also provides the catalyst which includes the catalyst component, an alkyl aluminum compound and any one optionally added external electron donor compound and is used for propylene polymerization. According to the invention, the fluorine-containing organic silicon compound is reacted with the active solid compound in the inert solvent and then the solid is subjected to a reaction with the titanium compound and/or the internal electron donor compound, so that a problem of reduced activity due to the added fluorine-containing organic silicon compound can be eliminated.
