The device comprises a power distribution cabinet, wherein an external power supply is connected to an input terminal in the power distribution cabinet, an uninterrupted power supply (UPS) is connected to an output terminal in the power distribution cabinet, a power management module is connected to the output end of the UPS and is connected to the power distribution cabinet, the power management module is further connected with a storage battery and a power distribution terminal, and the power distribution terminal is connected with a debugging master station; when the primary side of the power distribution cabinet has no voltage, a voltage circuit in the power distribution cabinet is started through the external power supply so as to guarantee reliable work and joint debugging of the relevant power distribution terminal, the problem that the power distribution terminal can not be started when an outage occurs for primary equipment or at the primary installation stage of a switchgear is solved, required signal debugging and switch opening/closing operation can be achieved by means of the external power supply under any conditions, and then equipment debugging and acceptance are accelerated and the device has important practical significance in construction, operation and maintenance of distribution network automation equipment.
