According to the scheme, a dam is built at a place where a water source exists, the water inlet end of a water delivery pipe is prefabricated at the bottom of the dam, the water level of the dam and a water inlet reach designed height, the water delivery pipe spans a plurality of high mountains and passes through a valley or a plain lower than or higher than an irrigated land, a reservoir is built in the irrigated land, the water outlet end of the water delivery pipe is prefabricated in the reservoir, the dam is filled with water, air in the water delivery pipe is evacuated by utilizing a water pump and a valve, a water outlet valve is opened, and the water can be delivered by a water outlet of the water delivery pipe. The cross-basin energy-saving and environment-friendly water delivery method has the advantages that the environment is not destroyed, the pollution is avoided, the water in an outer flowing area can be delivered to an inner flowing area or a water-deficient area, and energy is not consumed in a normal water delivery way.
