A polymer-surfactant binary combination well flushing fluid for injection wells and a preparing method thereof are provided. The method includes following steps: adding a potassium permanganate solution into phosphoric acid, stirring for 20-30 min, allowing the mixture to stand, adding a sulfonate, and stirring for 5-10 min to obtain the polymer-surfactant binary combination well flushing fluid for injection wells, wherein the reaction is performed at 60-70 DEG C, and the mass ratio of the potassium permanganate solution, the phosphoric acid and the sulfonate is 5-8:0.5-1:0.5-1. The polymer-surfactant binary combination well flushing fluid for injection wells, which is obtained by the preparing method, is also provided. The polymer-surfactant binary combination well flushing fluid is simple in preparing process and low in production cost, can fully degrade polyacrylamide, and can completely treat blocking compounds formed by the polyacrylamide.
