The method comprises the steps of construction lofting; mixed material mixing and transportation; pavement and rolling; and joint connection treatment, wherein in the pavement and rolling step, two pavement machines take place in parallel, a lower supporting layer is wetted by sprinkling water and waterlogging is avoided, and the pavement of the bottom base layer of the cement stabilized macadam is carried out; when the first pavement machine carrying out the pavement by a distance of 5-10 meters, the second pavement machine begins carrying out the pavement, and always keeps the distance of 5-10 meters with the first pavement machine in a pavement process, and the rolling is instantly carried out after pavement and finishing; when a construction section of 200 meters is finished after the pavement and the rolling of the bottom base layer, the pavement of the lower base layer is carried out, and the rolling is instantly carried out after the pavement and finishing; after a construction section of 190 meters is finished after the pavement of the lower base layer, the pavement of the upper base layer is carried out, the lower base layer is constructed under the control of the pavement and rolling, and a construction section of 180 meters is carried out after the pavement of the upper base layer. According to the construction method, the working period is greatly shortened, and the caking property of the integrated structure is high; meanwhile, the maintenance cost of the two layers is saved, and the maintenance is relatively simple.
