An object of the invention is to provide a light-emitting module having improved light emission efficiency and light distribution characteristics and also provide a lighting apparatus using the light-emitting module. A light-emitting module may include a substrate having a front surface side as a component mounting surface and a rear surface side as a flat heat dissipating surface, lighting circuit components mounted centrally on the central portion of the component mounting surface; and light emitting elements being mounted around the lighting circuit components in a manner protruding from the component mounting surface, electrically connected with the lighting circuit components, and emitting light at least in a direction of the upper surface and along the component mounting surface.
