[Problem] To suppress artifacts caused by photoacoustic waves from the region further outward from the region corresponding to the element region when a photoacoustic image is generated by the Fourier transform method. The probe (11) detects, after a subject is irradiated with light, photoacoustic waves generated in the subject by the light irradiation. A dummy data insertion means (24), on the supposition that virtual detector elements are present further outward from the detector elements of the probe (11), adds dummy data corresponding to the virtual detector elements to photoacoustic data in which data representing photoacoustic waves detected by each of the detector elements of the probe (11) is arranged according to the positions of the detector elements. An image generation means (25) reconstitutes, by the Fourier transform method, the photoacoustic data to which the dummy data has been added, and generates a photoacoustic image.
